Basic Function

Oversees technical staff and consultants performing engineering and architectural design services related to rail and bus facilities.

Example Of Duties

  • Oversees and manages Regional Rail activities for commuter, intercity, high speed rail and other transit-related capital improvement projects to ensure compliance with Metro, federal, state and local regulatory requirements
  • Oversees and administers the planning, environmental studies, design, procurement, construction, and installation of commuter, intercity, high speed rail and other transit-related capital improvement projects
  • Oversees the management of consultant contracts for design, construction, or procurement of facilities and systems equipment applying Metro and Southern California Regional Rail Authority Agency (SCRRA) design standards and specifications of transit and commuter rail lines
  • Negotiates consultant and equipment contracts, including contract changes; oversees change control process
  • Directs preparation of feasibility studies, engineering reports, and economic analyses
  • Administers and monitors work and contracts for compliance with budget, schedule, standards, and objectives
  • Interfaces with the various divisions of Metro
  • Prepares budget and staffing needs and assists in preparing department and project budgets
  • Represents Metro before outside agencies
  • Prepares and presents reports to management, staff, the Board of Directors, community groups, and government officials
  • Facilitates resolution of planning, environmental studies, design, construction, third party, and operations problems
  • Recommends design activity improvements for efficiency, compliance, and cost-effectiveness
  • Serves as chairperson for design reviews and other technical meetings
  • Participates in the preparation of contract front-end documents
  • Reviews consultants plans and specifications for technical adequacy and completeness
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor's degree Engineering or Architecture
  • 5 years of senior-level or lead experience as an engineer, architect or Project Manager on regional rail projects, major transit or public works projects
  • Professional certificates/licenses: State of California registration as a Professional Engineer or Architect are desirable
  • Valid California Class C driver's license

Knowledge:

  • Theories, principles, and practices of applicable disciplines in architectural, civil, mechanical, structural, electrical, or environmental engineering, hazardous waste regulations, sustainability and environmental laws
  • Applicable local, state, and federal laws, rules, and regulations governing environmental, engineering, equipment, construction standards, and rail transit operations
  • Project management and control practices
  • Principles of supervision
  • (SCRRA Program Design , Construction Design, and Specification Standards
  • Los Angeles-San Diego-San Luis Obispo (LOSSAN) Rail Corridor and Program
  • California High Speed Rail Program and Freight Rail

Abilities:

  • Plan, organize, and manage large-scale design and construction projects
  • Analyze situations, identify problems, and recommend solutions
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, budgets, contracts
  • Prepare comprehensive reports and correspondence
  • Manage projects from start-up to completion
  • Interact professionally with various levels of Metro employees and outside representatives
  • Communicate effectively orally and in writing
  • Supervise subordinate staff
  • Read analyze and interpret engineering plans and specifications for large-scale engineering projects
  • Read, write, speak, and understand English
