Brief Description:
Under broad guidance, the Chief of Information Technology Operations and Support is responsible for:
a. Management and oversight of all client/server, Local and Wide Area Network and telecommunications operations and support staff
b. Serving as a subject matter expert contributing to the vision, planning, and logistics associated with present and future IT needs and initiatives while ensuring that they are aligned with the HRSD Strategic Plan
c. Supporting systems within and across departments connected to a Local Area Network (LAN) and the organization’s Wide Area Network (WAN). Coordinates hardware and software support services and licensing for same.
d. Support and maintain desktop and network systems software consisting primarily of Microsoft Windows Operating systems and applications as well as various business-function-specific software applications throughout the enterprise
e. Supervising HRSD’s communication needs to include the telephone system, cell phones, and pagers
Job Requirements:
a. Education
1. Required
Bachelors degree in Computer Science or related discipline
2. Desired
a) Masters degree preferred or equivalent education and experience to match this requirement. Also, formal project management and technical training and certification relevant to the management of information systems and technology
b) Microsoft Certified IT Professional: Enterprise Administrator certification or equivalent
b. Experience
1. Required
Five+ years experience managing an IT staff in a small-to mid-size, multi-site company with small and mid-tier production platforms operating within a Wide Area Networked environment; (<1000 employees); Five+ years experience in preparing, supporting, presenting and implementing IT budget projections and proposals
2. Desired
a) Ten or more years in a senior management position within an IT department
b) Familiarity with Virginia Procurement processes
c. Job-specific Technical Competencies
Required
a) Broad Functional knowledge of computer hardware and software platforms, network topologies and solutions architecture including Microsoft Server/Enterprise Server, effective management of technical professionals, IT strategic planning, quality/process improvement and basic principles of finance and the budgetary process
b) Ability to develop highly effective working relationships with all HRSD Directors, Chiefs, Managers, and employees

Valid driver’s license from state of residence
2. Desired
Industry Professional Technical Competency certification equivalent to MCSE, CCNA, CITM, ITIL etc .
