Brief Description:
Under general supervision, the Instrumentation Manager is responsible for:
a. Supporting the activities of the Electrical and Instrumentation (E&I) Shop which includes the E&I Superintendents and E&I Specialists that are responsible for the procurement, design, installation and maintenance of all Electrical and Instrumentation and Controls work
b. Managing and/or provide direction on capital projects throughout HRSD including the planning, design and construction phases.
c. Managing the procurement of engineering services to achieve project goals
d. Providing general engineering support to all departments within HRSD
e. Researching, preparing and managing budgets and procurement activities
f. Serving as a system champion (resource) for instrumentation and control systems
Job Requirements:
Qualification Standards
a. Education
1.Required
Bachelor’s Degree in Electrical Engineering, Computer Science, or Electro-Mechanical/Technology related field of study
2.Desired
Master’s Degree in Electrical Engineering or a related field
b. xperience
1.Required
a)Minimum of 5 years of increasingly responsible technical and professional experience in the instrumentation and electrical field with a heavy concentration in controls, instrumentation, distributed controls and networking
b)Minimum of 5 years supervising, managing and leading teams, planning and implementing projects, budgets, procurement and schedules
c)Technical training and experience with control systems
d)Working knowledge of computers, networking and Microsoft products
e)Training in the principles of quality management and strategic planning
2.Desired
a)Experience within the water/wastewater treatment industry, knowledge of the water/wastewater treatment process and/or conveyance system (i.e. pumping stations
b)Experience with public solicitation of engineering firms and construction contractors
c)Experience with traditional and alternative engineering project delivery methods (i.e. Design Bid-Build, Design Build, CMAR ( Construction Manager at Risk ), etc.
d)Experience with building code interpretation and enforcement
e)Participation in professional associations at the state and national levels
c. Training Levels
Personnel in this category are fully qualified at Grade 9 with appropriate BS degree and 5 years of required experience as noted above. While a fully qualified selection is desired, the following training levels and years of experience are established for personnel who are not fully qualified:
Grade 9a - BS degree plus 4 years of relevant experience or MS degree and 2 years of relevant experience
Grade 9b - BS degree and 3 years of relevant experience or MS degree and 1 year of relevant experience
Grade 9c - BS degree and 2 years of relevant experience or MS degree
Grade 9d - BS degree and 1 year of relevant experience
Grade 9e - BS degree and no experience
NOTE: Master's Degree in Engineering is equivalent to two years of experience
c.J ob-specific Technical Competencies
1.Required
a)Knowledge of electrical, mechanical, instrumentation, control systems, networking and applicable codes
b)Ability to read and interpret instrumentation and control wiring diagrams
c)Working knowledge of DCS’s, PLC’s, VFD’s, SCADA systems and master metering systems which include all types of flow meters, pressure measuring devices, temperature measuring devices and analytical measuring devices
d)Ability to champion Instrumentation systems
e)Knowledge of electronic technology, rudimentary physics, different types of instrumentation, working knowledge of state of the art computers and electrical technology
f)Extensive knowledge of regulations that apply to the electrical instrumentation field.
g)Ability to develop detailed project specifications, plans, and schedules.
h)Knowledge of human resource practices, budgeting, procurement, quality improvement processes
i)Demonstrated skill in listening, quality leadership and sustaining HRSD values
j)Communication skills, ensuring that project status is shared with all stakeholders
k)Ability to use MS Office products and a variety of other industry-specific programs at an advanced level of proficiency
d. Special Licenses
Required
Valid Driver’s License from state of residence
Desired
Valid Professional Engineer from the Commonwealth of Virginia
