Brief Description:

Under broad guidance, the Talent Acquisition Specialist is responsible for:
a. Researching and leveraging innovative best practices and developing sourcing strategies to cast a wide net to attract and build a diverse pipeline of qualified talent and increase HRSD’s visibility as an Employer of Choice in the Region
b. Partnering and providing guidance on recruitment needs and ensures compliance with employment regulations and HRSD policies and procedures
c. Partnering with work centers and external agencies to support and carry out HRSD’s Strategic Objectives related to recruitment functions; supports and promotes continuous improvement initiatives to enhance services provided by the division to internal and external customers.  
d. Supports a diverse and inclusive work environment where differences are embraced and accepted.

Job Requirements:

a. Education
1. Required
Bachelor’s degree in Business, Public Administration, Human Resources, or closely related field 
2. Desired
College level course work in several areas of the Human Resources profession
 
 
b. Experience
1. Required
a) Four years of professional experience in sourcing, high-volume, and online/social media recruitment
b) Must be able to operate a PC proficiently to include MS Office and HRMS systems
2. Desired
Two years of public sector professional level experience in human resources management
c. Job-specific Technical Competencies
Required
a) Knowledge of human resources profession including procedures and laws 
b) Ability to conduct independent research
c) Skilled in the use of personal computers, Applicant Tracking Systems (ATS), MS Office software and electronic database
 
d. Job-specific Behavioral Competencies

a) Ability to establish and maintain effective working relationships with HRSD employees, applicants, and outside contacts; to work with and retain confidentiality of a variety of employment-related information
b) Ability to communicate effectively, both orally and in writing, and to prepare correspondence and reports
c) Ability to follow complicated oral and written instructions; to evaluate problems and take necessary courses of action leading to workable solutions
d) Must have good organizational and written/oral communication skills, including public speaking
e. Special Licenses
1. Required
Valid driver’s license from state of residence
2. Desired
  Professional HR certification from HRCI (PHR or SPHR), SHRM (SHRM-CP or SHRM-SCP) and/or IPMA (IPMA-CP or IPMA-SCP).
