            The Planning Department for Prince George's County is seeking a Deputy Director of Administration for the Prince George's County Planning Department.  The role of the Planning Department is best described in its mission statement: "To promote economic vitality, environmental sustainability, design excellence, and quality development in Prince George's County."
 
            Prince George's County, Maryland is the largest and wealthiest majority minority jurisdiction in the country and adjoins Washington, D.C.  The region's many economic, historic, and natural assets have attracted new growth and created a booming economy.  Already the seat of the nation's governance, it is also becoming the nation's capital of information technology and digital communication. 
 
            Prince George's County currently has a diverse population of over 900,000 that is very active in the planning and development processes in the County.  Physically, the County is made up of older first generation suburbs, developing suburban areas, and largely rural areas.  The older suburbs, some of which are more urban in nature, are experiencing a rebirth and mixed-use redevelopment is occurring in areas such as those around the 15 Metro stations located in the County.  The developing suburban residential areas are comprised of a mix of housing types including many newer estate-type developments.  The rural areas of the County are made up of active farms, large-lot development, and preserved open space and natural features.

             The Planning Department acts as a catalyst for positive change in Prince George's County through the resources and activities of five divisions.  This public-sector job offers the talented Deputy Director the opportunity to work within an award-winning diverse planning department to affect significant development over a large area.  This is an at-will position that reports to the Director of the Prince George's County Planning Department and is appointed by the Prince George's County Planning Board.  We are looking for a multi-faceted, articulate Deputy Director with good analytical, presentation, and writing skills.  The ability and desire to work in a diverse environment are paramount.  This is an opportunity to be part of a team whose mission is to improve the quality of development and manage growth in a rapidly growing and demographically changing part of the country.
 
 Examples of Important Duties:  
            The ideal candidate performs administrative work of unusual difficulty over a broad range of policies, administrative matters, and functions within the planning department; coordinates planning department programs with relevant local, state, and federal agency policies; supervises staff activities as assigned by the Planning Director; acts for the Planning Director in his/her absence; and performs related work as delegated.  The Deputy Director of Administration will oversee the following administrative work programs within the Prince George's Planning Department: Information Management Division; the Strategy and Implementation section; Human Resources and Facilities and Maintenance; Legislative Services; and Office Services, Publications and Graphics/Web Development.
 
            The Deputy Director is expected to take the lead in developing department-wide operating policies to ensure efficiency and cost effectiveness of its programs and services.  Administrative policy development and analysis including all aspects of information technology will also be expected.
 
            Important worker characteristics consist of considerable knowledge of the principles, practices, methodologies, and techniques of public planning and/or public administration; solid experience in fiscal management, strategic leadership, negotiation skills, and exceptional written and oral communication skills; principles and practices of organization and management; administrative practices and procedures; and supervision.  Ability to organize and direct professional and support personnel, make difficult presentations on controversial matters involving explanation of highly complex issues, establish and maintain effective working relationships with a wide variety of public and private groups, and communicate effectively both orally and in writing.
 
   Minimum Qualifications: 1. Master's degree in planning, parks, architecture, engineering, environmental science, or related subjects; and

2. Ten years of a broad range of planning experience that included two years at the managerial level; or

3. An equivalent combination of education and experience.

 Supplemental Information:

Preferred Candidates for this Executive Level Administrator position will possess the following and be given priority consideration:

  • Bachelor's degree from an accredited college or university in public administration, management/administration, business administration or a related field of study.
  • A Master's degree is highly preferred.
  • Ten (10) years experience with at least  five (5) years at the executive/senior level managing a large private or public sector program.
  • Solid experience in fiscal management, strategic planning, and entrepreneurial leadership.

This is a highly visible position requiring strong communication, interpersonal and leadership skills.

SALARY:
The M-NCPPC offers a competitive salary range of $98,996 to $169,401 with an excellent benefits package. The Commission is an Equal Opportunity Employer.
